Prepare the public Nebula Storage repository and English README

Replace the outdated French README with current English player and developer documentation for the published alpha.7 build. Include installation, accurate dependency handling, features, compatibility limits, links, an English contribution guide and the complete 118-item/31-block/103-recipe first-publication changelog.

Documentation-only: gameplay sources and distributed release tags are unchanged. Relative links exist, seven current website links respond successfully, diff checks passed and the protected local launcher was not staged. A full-history Gitleaks audit found only 14 verified SHA-256 checksum false positives; a subsequent exact-baseline scan passed. A complete pre-publication Git bundle is preserved locally.

The user explicitly requests renaming the existing Forgejo repository to nebula-storage, making it public and updating its README in English. Public opening follows integration and the canonical download-service URL migration. Existing history, PRs, issues, tags and release assets are retained.
